KB4019990

This update addresses an issue in Windows Server 2012, Windows 7 Service Pack 1 (SP1), and Windows Server 2008 R2 SP1 that is described in the following Knowledge Base article: [The .NET Framework 4.7 installation is blocked on Windows 7, Windows Server 2008 R2 and Windows Server 2012 because of a missing d3dcompiler update](https://support.microsoft.com/en-us/help/4020302/the-net-framework-4-7-installation-is-blocked-on-windows-7-windows-ser). This package requires Service Pack 1 for Windows 7 or Windows Server 2008 R2 to be installed first. The [KB976932 package](https://chocolatey.org/packages/KB976932) may be used to install it. On systems running Windows 8.1 / Windows Server 2012 R2 or later, this package installs successfully, but does nothing. This update is a prerequisite for installing the .NET Framework 4.7 on Windows 7, Windows Server 2008 R2 or Windows Server 2012.
